In a recent development, India has officially declined to travel to Pakistan for the ICC Champions Trophy scheduled in February 2025, citing security concerns and requesting that its matches be played in Dubai instead. The Indian cricket board (BCCI) communicated this decision to the Pakistan Cricket Board (PCB), reaffirming its longstanding position on playing in Pakistan.

Background: Diplomatic Hopes Raised, But Security Concerns Prevail 

The decision comes shortly after a hopeful diplomatic exchange between Indian External Affairs Minister and Pakistan’s Deputy Prime Minister and Foreign Minister. The two leaders met in Islamabad at the Shanghai Cooperation Organisation (SCO) summit, marking a rare high-level conversation between the nations. This meeting stirred optimism for a potential thaw in relations, fueling speculation that India might consider traveling to Pakistan for the Champions Trophy, a tournament scheduled to feature the top eight cricketing nations from February 19 to March 9, 2025. 
Despite these diplomatic signals, BCCI’s stance on the matter remains unchanged. “This has been our position, and there’s no reason to change it,” a senior BCCI official stated, underscoring the board's commitment to prioritizing player safety. 

BCCI’s Stance Reinforced by Government Consultation 

The BCCI has taken this stance following extensive consultations with the Indian government. Last year, during the Asia Cup, India also opted to play its matches in Sri Lanka, despite pressure from hosts Pakistan to participate in Pakistan-based games. This approach appears consistent with BCCI’s cautious policy on overseas tournaments hosted by Pakistan. 
The ICC Champions Trophy, a prestigious 50-over format tournament, has already designated Karachi, Lahore, and Rawalpindi as its host cities. However, BCCI’s official request to shift India's matches to a neutral venue reflects ongoing security apprehensions. According to sources close to the board, recent events have underscored the need for a neutral playing ground. 

PCB’s Efforts Fall Short in Ensuring India’s Participation in Pakistan 

In its efforts to host India, PCB reportedly offered flexible arrangements, including options for the Indian team to return home after each game. Sources suggest that Pakistan’s Interior Minister, Syed Mohsin Raza Naqvi, who also serves as the PCB Chairman, was involved in attempts to address India’s security concerns. However, despite these attempts to assure safety, the Indian cricket board has stayed firm in its stance. 
The PCB’s push for India’s participation in Pakistan has not been entirely fruitless. Pakistan has successfully hosted international teams like England and Bangladesh in recent years, showcasing its ability to organize international fixtures in a secure environment. However, India has not toured Pakistan since 2006, when the Rahul Dravid-led team won a memorable ODI series, defeating Pakistan 4-1.
