Odisha's Pressing Issues: Custodial Deaths, Health Trends, and New Government Schemes

The Odisha Assembly recently witnessed intense discussions as Chief Minister Mohan Majhi disclosed alarming statistics regarding custodial deaths. According to Majhi's response to MLA Tara Bahinipati, the state recorded 48 custodial deaths over the past decade. The year 2015 saw the highest number with eight deaths, followed by 2016 with four, 2017 and 2018 with three each, 2019 and 2020 with seven each, and 2021 with five deaths. So far in 2023, four custodial deaths have been reported. 

These figures have raised serious concerns about the conditions and treatment of individuals in custody. The government is now facing mounting pressure to investigate the causes behind these deaths and implement necessary reforms to prevent further loss of life. 

Increased Interest in Male Sterilization 

Health Minister Mukesh Mahalinga highlighted a significant shift in sterilization trends in the state. During his written response in the Assembly, Mahalinga revealed that more men are opting for sterilization procedures compared to women. In the fiscal year 2023-24, a notable 1,792 men underwent sterilization. This trend shows a steady increase from previous years, with 991 men in 2021-22 and 1,569 men in 2022-23 opting for the procedure. 

This shift could be attributed to various factors, including increased awareness, better health infrastructure, and changing societal attitudes towards family planning responsibilities. The health department is continuing its efforts to promote sterilization as a safe and effective method of birth control. 

New Schemes to Boost Odisha’s Development 

In a major announcement, the state government unveiled plans to spend Rs 16,000 crore on new development schemes. Responding to a query from MLA Dhruva Sahu, the concerned minister outlined the allocation of funds. The Subhadra scheme will receive the lion's share with Rs 10,000 crore earmarked for its implementation. The Samruddha Krushak scheme, aimed at enhancing agricultural prosperity, will be allotted Rs 5,000 crore. Additionally, a corpus fund of Rs 500 crore will be established to promote Jagannath culture. 

These schemes are expected to drive significant development in various sectors, improving the overall quality of life for Odisha’s residents. However, the effectiveness of these initiatives will depend on meticulous planning and execution. 

Concerns Over Vacant Teacher Positions and Education Infrastructure 

MLA Sephia raised critical concerns regarding the state of education in Odisha. In her presentation in the Assembly, she highlighted the alarming number of vacant teacher positions, the lack of adequate benches for students, and the overall neglected state of the education system. These issues are severely impacting the quality of education and the learning environment for students across the state. 

The government has been urged to address these issues promptly to ensure that students receive a proper education in conducive learning environments. Ensuring adequate staffing and infrastructure in schools is essential for the state’s educational progress. 

140 Schemes Launched Without Budgetary Allocation 

Ahead of the 2024 general elections, the Odisha government has launched as many as 140 schemes, including the ‘Ama Odisha Nabin Odisha’ initiative, without any budgetary allocation. Chief Minister Mohan Majhi informed the Assembly, while responding to MLA Amar Nayak’s question, that many of these schemes remain mere announcements. 

This revelation has sparked debates about the feasibility and genuine intent behind these schemes. Critics argue that launching schemes without proper funding undermines their potential impact and could be seen as a move to garner votes without real substance. 

Decline in Left-Wing Extremism 

In another significant development, CM Mohan Majhi reported a decline in left-wing extremism in Odisha. He stated that while extremism remains a challenge in districts like Kandhamal, Boudh, Kalahandi, Rayagada, Nuapada, Nabarangpur, Balangir, and Bargarh, the situation is now under control in other parts of the state. This improvement is attributed to robust security measures and developmental initiatives in affected areas. 

Vacant Doctor Posts Pose a Health Crisis 

Health and Family Welfare Minister Mukesh Mahalinga revealed a severe shortage of doctors in the state. Against a sanctioned strength of 15,774 doctors, a staggering 10,010 posts remain vacant. This shortage is significantly affecting healthcare delivery, especially in rural and remote areas. The government is being urged to expedite recruitment processes to fill these vacancies and ensure adequate healthcare services for all residents. 

These discussions in the Odisha Assembly highlight critical issues that need immediate attention and action to ensure the well-being and development of the state’s population.
